Introduction
India is primarily a land of village and around 72% of the total population of Indian resides in the rural areas. The rural area forms the roots for the democratic governance in india polity. Since the beginning of the indipendant india local governments or panchayats have been the majour concern of Indian democracy. Gandiji's dream of every village being a republic has been translated into reality with the introduction of three-tier panchayat Raj system to enlist people participation in rural reion sraction . To extend democracy to the rural area in India, the system of panchayats Raj has been established in India. It is in This context the study focus on the formation of panchayat Raj systems in India in a historical perspective the trust the study there for, is to assess the effectively implimentation of the panchayat Raj system as a medium to support Indian democracy.
In January 1956 a study team of community development and national extension sources headed by ' Shai Balwant Rai Mehta ' was appointed the committee recommended the establishment of panchayati raj on the principles of democratic de centralization the scheme envisaged a three-tier system of local self government with panchayati at the village level -1. 24th April 1993 is a landmark day in the history of panchayati Raj in India as on this day constitution (73rd amendment ) acts 1992 came in to force to provide constitutional status to constitution direct the state to organise village panchayat units of self government.
Objective of the study
1. To Analyse the historical prospectives of panchayati raj
2. To make a study of constitutional amendments regarding panchayati raj
3. To make an in - depth study of the performance of panchayati raj institution in India.
Hypothesis
1. The Grama panchayath plays a majour role in development process.
2. Through this system in social developmental activities people's participation has increased.
3. The various panchayati raj polices are helpful for the development of society.
Gramasabha
Under the 73rd amendment act a gramasabha means a body consisting of persons registered in the electoral rolls relating to a village comprised within the area of panchayat at the village level. The Gramasabha many exercise such powers and perform.
Grama panchayath
Grama panchayath is the organisation of elected pachas by the members of gramasabha of the village. It is a self government organisation. The number of members in a Grama panchayath depend upon the population of the village. It is formal democratic institution at the village level.
Conclusion
The 73rd amendment to the constitution has outline the country's commitment to rural development through democratic de centralization. People's participation in administration and political matters is a necessary solve their problems. This could be leading to empowering the people.
